i've been thinking the same thing for months. those signs are EVERYWHERE! i don't get it -- does the NYC DOT maybe think that having both signals up is a good substitute for the blinking hand, which is and has been the universal sign like...everywhere? or that people have become so accustomed to walking even when the hand is blinking that they'll now be more hesitant if both the hand and the walking guy are on display?
